Instructions
Purée onion, cilantro, parsley, garlic, salt, pepper, and water in blender or food processor.
Transfer to a medium saucepan and bring to boil over high heat. Add quinoa, stir to combine, and reduce to heat to simmer. Cover saucepan and cook until quinoa is tender (20 minutes).
